Description Leidos's Digital Modernization group is seeking a
strategic and skilled Business Lead to develop and manage pricing
strategies, budgets, and proposals for government contracts,
supporting the IT division's operations in Reston, VA. This
individual will play a key role in creating and reviewing Basis of
Estimates (BOEs), overseeing financial planning, and ensuring
compliance with federal regulations.Responsibilities also include
managing subcontractor relationships and coordination to ensure
successful contract execution. The ideal candidate will bring a
deep understanding of government contracting, cost estimating, and
subcontractor management, along with strong leadership and
financial acumen.This role requires a driven and detail-oriented
leader capable of managing complex projects and driving business
success through strategic financial management, classified business
development, and efficient expense management.Key
Responsibilities:
- BOE Development: Lead development and review of detailed,
accurate Basis of Estimate (BOE) documents, ensuring alignment with
contract requirements and technical specifications.
- Pricing Strategy: Formulate and implement competitive,
compliant pricing strategies that support overall business
objectives.
- Budget Management: Oversee project financials to ensure
effective monitoring, tracking, and reporting to senior
management.
- Proposal Management: Collaborate with cross-functional teams
(business development, contracts, technical leads, subcontractors)
to deliver comprehensive and competitive proposals for government
contracts.
- Cost Estimating: Conduct precise cost estimations for labor,
materials, subcontractors, and other direct costs to ensure
accuracy and compliance with proposal requirements.
- Subcontractor Management:
- Manage relationships with subcontractor partners, ensuring
updated points of contact and smooth onboarding processes.
- Develop and manage Sole Source requirements for subcontractors,
working with Contracts for proper documentation.
- Track and report subcontractor staffing and performance across
contracts.
- Maintain accurate records of subcontractor rate decks and labor
categories for analysis and contract updates.
- Classified Strategy and Business Development: Provide strategic
leadership to develop and implement a robust classified business
pipeline, identifying and pursuing new opportunities that align
with organizational objectives. Drive initiatives that secure new
contracts and strengthen competitive positioning in classified
markets.
- Expense and Travel Management: Assist in creating, reviewing,
and closing expense and travel reports to ensure compliance with
organizational policies and accurate allocation of costs across
projects.
- Financial Reporting: Prepare and present comprehensive
financial reports, justifications, and cost breakdowns to internal
stakeholders and government clients.
- Compliance: Ensure adherence to Federal Acquisition Regulations
(FAR), Defense Federal Acquisition Regulation Supplement (DFARS),
and other government guidelines.
- Contract Support: Provide post-award financial oversight,
monitor project costs, assess budget performance, and manage
contract modifications as necessary.
- Risk Assessment: Identify and mitigate financial risks in
collaboration with project teams, subcontractors, and senior
leadership.
- Team Leadership: Lead and mentor a team of analysts, ensuring
high-quality preparation of pricing models, BOEs, and budget
forecasts, while coordinating effectively with subcontractors.
- Resource/Staffing Management: Manage resource allocation and
staffing, including coordinating with subcontractors, tracking
staffing levels, and overseeing onboarding and performance
management across contracts.
- Customer Interaction: Serve as a primary point of contact with
government clients, contracting officers, and subcontractors to
clarify requirements, negotiate terms, and resolve pricing and
contract inquiries.Basic Qualifications
- Bachelor's degree in Finance, Business, Management, Accounting,
or a related field preferred; Bachelor's degree in Finance,
Business, Management, Accounting, or a related field preferred;
with 12 years of relevant experience. Additional years of
experience will be considered in lieu of education.
- 7-15 years of relevant experience in government contracting
with a focus on BOE development, pricing, budgeting, and
subcontractor management.
- In-depth knowledge of FAR, DFARS, and other federal contracting
regulations.
- Demonstrated experience in managing staffing, resource
allocation, and subcontractor performance metrics across
contracts.
- Proven expertise in cost estimating, pricing strategies, and
managing large-scale budgets for government proposals.
- Strong skills in subcontractor selection, performance
management, and contract negotiations.
- Excellent analytical skills with meticulous attention to
detail.
- Outstanding communication and presentation skills for both
technical and non-technical audiences.
- Proficiency in financial management software, MS Excel, and
proposal management tools (e.g., Deltek, Costpoint) highly
desirable.
- Strong organizational and leadership abilities, with experience
managing multiple priorities under tight deadlines.
- Proven success in mentoring and developing junior
staff.Clearance
- Active TS/SCI clearance with Polygraph required OR active
TS/SCI and willingness to get a Poly.
- US Citizenship is required due to the nature of the government
contracts we support.Preferred QualificationsMasters degree or
professional certifications such as PMP, CPCMOriginal Posting

above.Pay Range:Pay Range $108,550.00 - $196,225.00The Leidos pay
range for this job level is a general guideline onlyand not a
guarantee of compensation or salary. Additional factors considered

skills, and abilities, as well as internal equity, alignment with
market data, applicable bargaining agreement (if any), or other
law.
