Job Description:
The Senior Manager (SM) is a member of EF's Innovative Training
Solutions team and is responsible for overseeing the implementation
of assigned programs. The SM will direct the overall goals of the
programs, devise strategies for program implementation, and work to
ensure the program team remains focused on producing quality
outcomes. The SM will also support the Senior Director and share
responsibility for the overall development of the programs, with
accountability and decision-making on program planning, monitoring
and evaluation, finance, and hiring processes. She will be
responsible for the digital security of the programs' participants
and will work closely with the knowledge management officer to make
sure that the program activities meet the required measures for
digital safety.

Essential Functions
- Provide direction and strategic oversight to a portfolio of
projects to ensure the integrity and quality of their delivery with
direct support from the Senior Director;
- Provide leadership, vision, and strategy on programs which
involve multiple cross-cutting issues, requiring considerable
resources and needing high levels of integration and
collaboration;
- Respond to ITS team inquiries requiring specific
programmatic/management expertise as well as country-specific
knowledge. Monitor social, economic, and political events in the
relevant international landscape to stay current and be able to
adapt programs accordingly when needed;
- Ensure appropriate implementation of organizational policies
and provide guidance on the application of policies and
requirements;
- Oversee a portfolio of programs, as well as financial planning
and budgeting processes;
- Lead the preparation of various programmatic reports and
documents and supervise responses to donor reporting requirements,
including quarterly and final reports and other deliverables as
specified in the cooperative agreements;
- Serve as a mentor and coach for ITS program leads on their
issues with team management and provide support when needed;
- Oversee tracking and monitoring of programs' budget and
compliance-related data;
- Liaise with donor agencies, partners, and consultants as
needed;
- Lead the hiring process of new staff and consultants for
programs and manage the senior program's team;
- Explore and support program development opportunities and
contribute to programs' outreach;
- Support Senior Director in the development of proposals for
annual funding requests and competitive funding cycles;
- Deliver high-level presentations to project stakeholders as
needed, including programs' donors, and EF's management;
- Represent the programs and EF at both internal and external
events and collaborate with the Senior Director on strategic
planning and business development;
- Contribute to proposal writing processes.Education
- Master's degree in a relevant field such as development, social
or political science, international affairs, or management
required.Qualifications/Experience
- Minimum seven years of project management experience, managing
international development programs;
- Previous civil society program experience is required;
- Deep familiarity and understanding of USG policies and
procedures;
- Strong strategic planning, organizational, written and oral
communication skills are required;
- Strong negotiation skills and creative problem solving skills
to achieve programmatic goals in changing environments;
- Fluency in Farsi / Dari and English required;
- Initiative and resourcefulness in performing varied and
multiple tasks under pressure;
- Demonstrated exceptional judgement and dynamic hands-on
management;
- Ability to motivate, mentor, influence and collaborate with
others;
- Desired qualifications: Familiarity with social media tools and
content management systems such as WordPress, Drupal, and Moodle.To
