Located in Germantown, MD, Project Enhancement Corporation (PEC) is a technical services business focused on providing Project Management and specialized consulting services in the areas of nuclear safety, worker safety and health, emergency management, incident response, quality assurance, environment, as well as materials and facilities disposition within the DOE/NNSA and commercial power industry.Employment Position: Nuclear Forensic Policy/Program AnalystLocation: Department of Energy (DOE) Forrestal Building, Washington, DCThis position is for a Technical Support Policy Analyst to assist the National Nuclear Security Administration (NNSA) Office of Nuclear Forensics (NA-83). This position will support NA-83 management in the coordination and integration of programmatic and interagency efforts, including meeting support, document creation, communications, and coordination of products related to the NA-83 and NNSA mission. The focus will be providing support to technical nuclear forensics programs and directly reporting to NA-83 management.Responsibilities:

  • Develop nuclear forensics (NF) planning documents and improvement plans to support.
  • Brief Office of Nuclear Forensics management and interact at leadership levels; interactions will include working directly with interagency, NA-83 management, DOE laboratories, and international partners.
  • Coordinate interagency generated NF documents; synthesize technical information; conduct comment adjudication, involving direct interface with multiple agencies and national laboratories.
  • Support strategic communications planning and execution as it applies to Office of Nuclear Forensics efforts within the DOE/NNSA, DoD, and the interagency.
  • Provide internal and interagency meeting support, including scheduling coordination and development of meeting materials; and assist programs with holding conferences, working group meetings, and other forums that support nuclear forensics missions.
  • Track issues and topic areas that cross programmatic boundaries impacting the Interagency NF Program.
  • Coordinate and track multiple plans, policy, and program initiatives.
  • Support NA-83 programs in the development of technical and operational plans, program/task plans, and other program documentation that guide work performed by the supporting DOE Laboratories.
  • Assist NA-83 program managers in the development and implementation of technical guidance, reports, directives, policy, and instructions applicable to the missions and requirements of the nuclear forensics programs.
  • Support program managers with tracking work/project status and progress.
  • Support exercise planning and execution of NA-83 exercises. Develop operational objectives and evaluation criteria. Assist in identifying and tracking after action and corrective action reports.
  • Assist with coordination with other DOE/NNSA Nuclear Emergency Support Team assets/programs to help facilitate integration of the operations infrastructure, including operational readiness activities.Required Qualifications:
    • Must be a U.S. citizen with an ACTIVE DOE Q or Department of Defense (DoD) Top-Secret security clearance. The candidate's written consent to conduct a pre-employment background check and test for the absence of any illegal substances will be required as a condition of employment and for the purposes of maintaining the security clearance.
    • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
    • Minimum bachelor's degree and related Nuclear Forensics program experience or other area within USG exemplifying ability to learn and be effective in executing required responsibilities.
    • Proficient in advanced Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, SharePoint, and Teams with the ability to apply advanced Microsoft applications to transform draft reports and products into professional, final products.
    • Ability to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the Client.
    • An independent self-starter with excellent organizational skills and can multitask and be comfortable working with a team of technical experts in varying fields of operational and scientific disciplines.
    • Ability to track and monitor documents from inception to production, with excellent attention to detail.
    • Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
    • Able to support emergency response operations and incident management with an on-call requirement, including after hours, extended shifts, and weekends. This will include qualification as an Assistant Coordinating Officer (ACO) to support Nuclear Incident Team (NIT) response operations.
    • Domestic travel will be required, and international travel may be required. Travel will be best cost to the government and only economy airfare and economy class rental cars will be allowed.
    • Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
    • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.Desired or Preferred Qualifications:
      • Master of Arts or Science degree and 5+ years of related Nuclear Forensics program experience.
      • Understanding of the USG Nuclear Forensics Enterprise.
